Nope. Pegasi, unicorns and alicorns have legs, too, last time i checked.  
It’s worthy of an asterisk, though.

Shouldn’t the legs be “E A” since Earth Ponies are considered superstrong? (at least, that’s what I think makes Earth Ponies unique)

Those letters mean on what type of pony the appendage appears. ‘U’ for unicorn, ‘P’ for Pegasus and ‘A’ for Alicorn.

I think it’s more what kind of pony has what.  
UA means Unicorn/Alicorn  
PA means Pegasus/Alicorn

I think the ‘PA’ means “pegasus appendage’. Same as ‘UA’ probably means ‘unicorn appendage’
