Not true. As much as other ponies with their talens, Fluttershy is putting her best effort into taking care of her animals (also sewing if you read comics). The thing is it’s a extternal effort as she’s more concerned about doing best for others rather than herself (kinda like Pinkie Pie and Rarity but on a different level). Just because she’s selfless and shy, doesn’t mean there’s nothing she excels to be best at.

Not the worst crime in the world, but I can’t see not trying as a good thing. It certainly doesn’t help her achieve the status of Best Pony.

Don’t listen to the haters, Fluttershy. You have friends who love you, fans who adore you, you’ve accomplished more in three seasons than most ponies or humans will in their entire lives….
 
We love you for who you are, Fluttershy, and anyone who doesn’t is not worth your time.

I don’t think any of them put ANY effort into being “best pony” well, except maybe for Rainbow dash, but that’s only because her ego demands it

she can not the best pony but shes a pegasi and they re WAY too cute…dots…that s it.
