There are exceptions, but yes, generally Stands obey their respective Stand-User.
At first I thought that Stands are mere fighting-spirits, but in later parts there are Stands with personality, and I think only ONCE was there a Stand who became independent (in Part 5).
And do we really want to measure power-levels between Personas and Stands?
I can tell you right now, the Persona and the Shin Megami Tensei-Series as a whole as quite a few JJBA-references.
But that’s more because everyone in Japan and their mother knows of JJBA, and they put at least one reference in their medium…

But don’t the stands mostly obey the user as soon as they get them, Personas in P$(the only one I really know a lot about) need the user to accept the darker part of themselves(shadow) to be able to use, if not they will be killed by them, and even then it it possible for a shadow to get there own persona(Teddy), seems like the persona as more power.

as far as I know, that is a very minor similarity, as the personas are all based of things of religion and mythology, as far as In know of stand they are not.
