Like nothern haste said, it’s only something we’ve seen Hitch do. Sunny, who also gained earth pony magic, is shown to not understand them in Lost in Translation.
I think it’s strange but interesting that the ability was somehow connected to earth pony magic. Maybe Fluttershy had earth pony ancestry, and that’s where her ability of talking to animals came from. It’s an idea I had before the Make Your Mark special, given that earth ponies were the ones with magic ties to the earth.

Technically we’ve only seen hitch talk to animals( I think only eqg fluttershy could actually talk to animals) But I don’t think it’s been said only he can as well

Isnt the animal talking now an earth pony thing? In the last TYT episode he use the critters when Sunny says “use our earth pony power” and then says “i meant the other one” using flowers
Maybe Fluttershy has ascended into the spirit of nature, the reason greeneries never disappeared in Equestria, and partially why animals are attracted to Hitch. :D

Well, not convinced, is bring in the role, like how phyllis tell him he is new sheriff when Hitch go to find Sunny, and he immediately think he IS the sheriff in Maretime Bay
I was thinking, maybe Sprout is Fluttershy, he afraid everything that may will hurt him, and too shy that only his mom can make him feel good, and too easy be convinced by his mom, and also too hastily on one thing that make him to create a giant robot (・ω・|

That’s just it. The animal connection is the major thing about Hitch. And many people seem to focus on that instead of his actual personality and other traits.
Now that I think about it. There’s a trope called “Took a level in kindness”. Since everyone believes the Alicorn/Opaline’s assistant who may or may not be Misty will defect and redeem herself, it might be her.
