Trixie wears a hat because shes not actually a unicorn. Shes actually the first pegasus pony who has learnt to do magic.
When she was rejected from the School for Gifted Unicorns (for not being a unicorn) she vowed to show that she was better at magic than any unicorn alive, by becoming the greatest unicorn alive. She used a glamour to hide her wings and give herself a horn and now challenges other unicorns to reassure herself that she isnt worth any less as a mage just because she wasnt born a unicorn.
She wears the hat and cape so she can take a rest from using the spell from time to time.
