Necrons awake every 60,000,000 years. Eldars and orks are older but the race that became Necrons is even older. After reding codexs and downloaded books from Black Liabrary I like to assume that the “Necrons” are oldest and that they created the Orks. In Orks books there is mentioned one more caste of laders that where very smart but weak and until they died they where leading Orks. Eldar came later, Galactic wars with Orks, Dark Eldar, Human Empire, Tau Empire, and ’nids.
 
I like the matchup and namings funny yet fitting.

nope not the oldest they were created when the C’tan bound the minds of the Necrontyr to the living metal corpses we know and love, but “Old Ones” who created the orcs and eldar are the oldest known species in the wh40k universe (well the got allmost extincted by the C’tan)
