This is “Her Imperial Majesty’s Legionary Council”, the rulers of the country of Chiropterra in EaW. The first picture has the leaders of the council at the start of the mod, this one shows potential future council leaders. Eternal Eclipse dies and is replaced by his grandson Lucent Eclipse. Autumn Breeze is convinced to retire by his replacement, Auburn Leaf (also his granddaughter). Depending on how/if Chiropterra reforms Lunar Hail ismay be forced to pick between being Chief Moonspeaker (basically the Lunarist pope) or keeping her position on the council, if she chooses to stay Chief Moonspeaker she is replaced by Leaf Lehay.
