Nope, Loli is short for Lolita, which is a a diminutive of Lola which is a nickname for Dolores who is the title character of the book Lolita by Vladimir Nabokov, about a pedophile. Lolicon is an originally Japanese term that comes from “Lolita” and “complex”, and means pedophilia, and can also be shortened to “loli”.
 
Either way it’s got sexual connotations.

Technically the word loli, which is derived off of lolita meaning DOLL is just a term meaning “cute little girl” loli itself doesn’t mean anything bad, it’s the term “lolicon” that specifically means it’s sexual.
