my guess is it is in 4:4:4 subsampling and you are re-saving as 4:2:0 by doing that so TECHNICALLY not full res and doing below 100 quality while being able to keep 4:4:4 or 4:2:2 would have probably been better since compression affects high resolution images drastically less  
although, zooming way in I barely see any difference regardless so…  
also no idea why the one on here is higher file size than downloading off of Deviantart by a few mb but I’m assuming it’s the optimization that raised it.. sometimes that happens, I guess?

You could upload the full-res image on Derpi. Re-saving the original 27-megabyte JPEG in Paint.NET with 100% compression gives a 18-megabyte file with no perceptible differences in quality and that’s well below the file size limit.
