I don’t think the show makes it clear how many years have passed in-universe since Twilight and Spike moved to Ponyville. Probably just 3-5.

Yes but not too many seasons ago they called him a baby dragon. Not that many years have gone by I would say. So yeah.  
And yea I kinda see Gabby as being a teenager as well like Spike tho.
 
As for your other points. He never went to school because he was with Twilight (assistant), Garble and the others were allowed to run as well (teenage dragons). I don’t see how having friends over the cmc age means he’s an adult XD

I’d say considering he doesn’t go to school; can leave to another town for business, royal or not, without escort; is allowed to run for leadership for dragons; has friends and is dating someone clearly beyond the CMC age group should be an obvious answer that’s he’s at consenting age.
 
And given the only handful of years difference between Twilight and Spike it’s actually likely that Spike is close to season one Twilight’s age at this point with what Rarity said about Spike being in Ponyvile for years.

I would say the fact that Spike has wings is supposed to imply that he’s an adult which kind of makes sense considering his growth we’ve seen in the show. I think it’s enough for me to say he’s of consenting age, but if somebody said he’s just a teenager if anything then I wouldn’t argue. Never liked Sparity so yea.

So spabby? Is a thing now.

It’s not like he’s in his just-hatched form like in Cutie Mark Chronicles. He’s sexually mature…right?

I’ve always thought they would never even hint at a mutual romantic attraction as long as Spike remained the same size and never had his age clarified, which I’m fine with. If they could do an after series special showing something happening between them when he’s older, I would love it.

I personally think that Sparity is just creepy. Rarity is an adult, and Spike is a child, so that would make Rarity look like a pedophile.

Yea I definitely prefer this over Sparity.  
Something random like this feels much more appropriate (an episode where they show us them getting together would’ve been better but whatever) than Rarity taking advantage Spike for the whole show and then out of nowhere is like “he’s mine!” I mean still a great episode, but if mlp was more like follow-up episode like then that would have been great.
