You can edit the file off of your android phone in the android\data\ folder. It should be around 200 megs.  
main.1050.com.gameloft.android.ANMP.GloftPOHM.obb  
Make sure you don’t change the file size. If you see a line, leave it the same don’t change the end file size at all or the program won’t run. You can edit the rewards from the free ballon popping game, change the rate at which you collect money, change cost of land expansions, and other fun stuff.  
Edit the aforementioned file in Notepad ____ or hex editing suite, N____ works better.
