Reading the transcript, it seems like Neighsay didn’t do this villainous plot. He thought the Students did something to the magic… but he isn’t unequivocally evil in the end, because he’s well-intentioned, and he was willing to send them home, despite his belief of their guilt. And it turns out Cozy Glow hasn’t been colluding with Neighsay at all… she’s been taking advice for her plan from Tirek. She’s one of the true villains here.
