Maybe some unicorns’ genetics are so unusual, that their magic can also cause them to develop special powers that activate when they are attacked, even without training. For example, if Twilight were as “special” as Sunset, she might cause small magic storms when she gets stressed.
That might be the reason why Celestia chose Sunset and Twilight as her students, because they might have powers normal unicorns do not have, and she wants to make them use their powers for good (or her plans).
