Well, the last time we see Grubber is that in the movie, he warned the Storm Creatures to attack the Mane 5, Spike, Capper, Captain Celaeno and her pirate crew, and Princess Skystar after he tries to eat a whole cake that Skystar, Celaeno, and her pirate crew were inside but gets captured as he does so. After Skystar, Celaeno, and her pirate crew burst out of the cake, Grubber was last seen sitting down with his hair sticking out covered with icing and he was never seen again until the ending credits. In “The Great Princess Caper”, Grubber was unable to fight the Mane 6, Spike, Capper, Captain Celaeno and her pirate crew, and Princess Skystar with no avail and hide himself for the rest of the film. After the Storm King died, his army defeated along with him, Tempest, Derpy, and the first three princesses de-petrified, the magic restored back to Equestria, Equestria is fully repaired and restored back to normal, and all of the inhabitants across Equestria are free from the Storm King’s evil reign, punishment, slavery, captivity, darkness, and control, Grubber believes he’s completely ignored by Equestria and decides to leave and return back to the Storm King’s abandoned castle southwest of Equestria. But Tempest runs up to him and makes amends with him by giving him a cupcake with the word, “sidekick”, which puzzles him, reminding her that she was doing something evil and he and Tempest aren’t evil anymore. Tempest explains that while Grubber failed to be evil, powerful, mean, and scary like the rest of the Storm King’s soldiers, he still proved to be generous, loyal and laughable and she wants him to be her friend. Grubber happily accepts and joins the Friendship Festival playing karaoke with his microphone that he used in the beginning of the film, pulling up the piñata shape of the Storm King when Tempest was trying to wack it blind fold (only for her to take it off and blast it with her magic), dancing with the rest of the film’ new characters and Twilight’s friends, and befriending Spike. I wonder what happened to Grubber after the Storm King died and the Storm Army went disbanded/defunct despite his redemption with the ponies of Equestria.

Wait a minute. Why is Tempest still wearing her Storm King insignia and her body armor even though she shed them but not the dark bodysuit at the end of the film?

What do you think this is? Transformers and Transformers: The Movie? Not one of the new characters indtroduce in the movie have speaking roles in season eight and nine.

They also got Lena Hall, Maurice LaMarche, Patton Owsalt, his daughter Alice, and his second wife, Meredith Salneger, who is also the stepmother of Alice Oswalt. Speaking of movie actors, alongside Emily Blunt, Kristin Chenoweth, Liev Shreiber, Taye Diggs, Zoe Saldana, Uzo Aduba, Michael Peña, and Sia, their are other movie actors that are part of the cast of The My Little Pony Movie. Of course I’m talking about Max Martini as Boyle, Adam Bengis as Code Red, and additional voice actors Christine Chatelain, Siobhan Williams, Sarah Toyer who all possibly played several unnamed ponies, Klugetowners, and sea ponies/hippogriffs. Alistair Abell, Julia Benson, and Rondel Reynoldson who were also additional voice actors who all possibly played several unnamed ponies, Klugetowners, and sea ponies/hippogriffs were also three of the sixteen actors to only be part of cast of the movie.

Well, they can’t let Tempest and other movie characters won’t have their actors in the cast for season 8 because the new characters of the movie making non-speaking appearances in the last two seasons. Just like when Robert Stack, Judd Nelson, Leonard Nimoy, Lionel Stander, Eric Idle, and Orson Welles didn’t be part of the cast of season 3 of “The Transformers” because they’re replaced by Jack Angel, Dick Gautier, Frank Welker (because Megatron and Galvatron are the same thing), John Stephenson, Tony Pope, and Roger C. Carmel (because Unicron’s original actor passed away a few months after recording the voice of Unicron and a year before the movie was released). Actually, if she was an Equestrian citizen who fought under a foreign flag against her own country, and attacked her former rulers in service of said foreign flag, wouldn’t she be guilty of high treason?

Unlike Starlight, Trixie, and other similar cases, Tempest here actually has a legal excuse for NOT being a jail: diplomatic immunity.
 
Unlike Starlight and Trixie, Tempest did what she did not as a citizen of Equestria, but as a foreign combatant during wartimes. Until the fall of the Storm King, there was no International Court, and therefore warcrimes aren’t a thing on that planet (yet). Therefore, diplomatic immunity!
 
That, and Twilight deciding NOT to keep her as a prisoner of war, because Twilight has a Tempest in her loins.
