The group you were looking for came to power on January 30, 1933 (Adolf Hitler was appointed Reich Chancellor by Reich President Paul von Hindenburg) in the context of the subsequent transformation of the parliamentary democracy of the Weimar Republic, which had existed until then, into a centralist dictatorship acting according to the leader principle.
 
I say this only to do justice to the Republic, which existed from 1918 to 1933, but did not get a grip on the economic and social problems of the post-war period (WWI) caused by the Versailles treaties and the global economic crisis of 1929 (New York stock market crash in October 1929).

By the way, the salut goes back to the Italian movement at that time. It has been adapted by us Germans with another meaning. It was reinterpreted to resemble the “Heil” (Hail) saying to the German emperors of the Frankish Empire.

That hoof movement at one point resembles the salute that was used by a certain group of people who controlled Germany from 1925-1945 (I believe that’s correct, I don’t remember when said group took power in Germany.)
