She has too much energy, which affords her to be evilly aligned/disposed. They should utilize her energy in a hard labor camp instead. They benefit from her toils and she learns how it feels to be subjected and treated as undesirable burdens to society.
 
Though sometimes you just get to a point where an execution is the more desirable method of getting rid of evilly oriented villains/criminals.
