“Boast Busters” was before Derpy was anything more than a regular background pony; once she started getting storyboarded cameos, she mostly stopped making generic background appearances (with the rare exception, such as in “Sisterhooves Social” and “Hurricane Fluttershy”). This is presumably just that continuing.
 
On a side note, the version of Derpy in that shot from “Boast Busters” is the same blank-flanked Earth pony version who appears in “The Crystal Empire - Part 2”.
