Honestly, I don’t think this art is that bad, at least not “one of the worst human coloration humanizations on the site” bad. The faces are oversized because the artist forgot to take account of the size of the skull, it’s an incredibly common rookie mistake, especially for self-taught artists and for the side view specifically.
