I’m unsure if finding out who drew this is a serious challenge, buuuut.
 
The uploader of the image under the 2018 community collab tag is Joey. The description says it’s many artists who made OC’s which my closest guess is Joey took all of the tagged OC’s and put them together into one picture. No one person drew the whole image is what it seems.
