Pretty sure the cage is magic-resistant, at least Twilight’s attempts to break her with magic failed in the movie. Probably the same metal Storm King’s minions’ armour made of. So, it also probably prevents the magic-user from teleporting out of it. After all, it would be foolish for Tempest to go Alicorn-hunting without the proper equipment!
