Oh, boohoo. Chrysalis was the only villain, the others were acting out of fear, desperation or some sense of normality from not knowing a better way. She was a tyrant who pulled some Mother Gothel from Tangled or Zira from Lion King 2 shit. This was made obvious by the S6 Finale and literally every changeling appearance since then. The fact the fandom got so attached to painting the entire species as these epic villains that were lost is no fault of the show.
