Featuring her half-sister Jenny (from the Doctor Who Episode The Doctor’s daughter. Not an OC so don’t change that tag), mom Derpy, sister Sparkler and Sparkler’s pet cat Harry. 
The breezie is the holographic interface of Dinky’s TARDIS Shooting Star, who has an advanced chameleon circuit that allows her to turn into a necklace when no one is inside.
 
Before you ask: Yes the Doctor is the girls’ father, but no he is not in the picture. 
Why? Well for starters he never dated Derpy in this universe. Dinky and Sparkler were born by artificial insemination after Derpy and the Doctor (who didn’t even know each other at the time) were kidnapped by meat-eating griffins.  
While they managed to escape, Derpy found out later she was pregnant but didn’t find out who the father was before the Doctor later returned to find a pair of twins, one of whom (Dinky) seemed to have a severely stuntet growth due to her father being a different long-lived species.

If you ship the Doctor and Derpy, that’s fine, there are tons of fanarts and fanfictions of them together, this is not one of them. Because every fanfic doesn’t need to be the same. Because that would be boring now wouldn’t it? ;3 
Derpy is a strong independent mare who doesn’t need some easily distracted stallion in her life who really isn’t interested in just staying put in one city to raise foals.
