Yes. I know they typically don’t do better, but I also know that they are completely able to. Budget is not an excuse here, for reasons I already explained.

I expect better from 80’s tv animation, and I know they can do better, because it is animated on 1’s and 2’s, and there don’t seem to be many still frames, which tells me that the animators were just lazy or unskilled. Also, the 80’s movie looked just as bad.

Tagged “Apocalypse Dash” here on the booru, she had a metal wing. Some fics and pics show it as a piece of armor, not a prosthetic replacement for an amputated wing, and the show didn’t make it obvious which it was. Also, she was from an alternate timeline.
In the Nightmare Moon alternate timeline, Rainbow had bat wings. Whether it was a permanent alteration, a magical prosthetic, or a cosmetic charm, they weren’t her usual fluffy feathered wings.
In the comics, Rainbow’s wings were severed magically by thieves and melted into a potion. Were it not for the potion the thieves were planning on using on themselves to regrow her wings on them, she would have lost them permanently.
From the comics, the bookworm arc had Pinkie Pie lose a hoof to the void, and although she used a series of prosthetic props, it was erased, not biologically cut off. It was also restored by the end of the story arc.
In the show, Discord removed wings and horns to ensure no cheating in the maze. He returned them when he’d had his fun.
Let’s say Captain Celaeno is the first unambiguous and permanent amputee in the primary timeline of the prime universe in show canon. To some people (not me), that makes her the first that counts.
