Those cards you mentioned replaces an effect with a different one. Not reeeally an ongoing effect; but I see your point.
However, there’s a huge difference between how strong these are.
But the idea I am trying to get across is this: once you play one, its effect would continue until the end of the game, not just this one turn. There already exist spells that modify something permanently, like Justicar Trueheart or Shadow Form.
Yes, with no continuous effect while in hand, all they do is taking up space. You can get rid of then by playing one of them as the last card with any excess mana you might have.
Then it should state “While this card is in your hand”; but now, it will only have the effect when playing.
What if the author intended them to work until the end of the game?
*As stated here yes, just maybe don’t start with that card if your opponent has a fairly low amount of health.
But I don’t see a reason why a player would give these cards to their opponent. *The card that spawns them is not good enough.
There are tons of times when a cheap throw-away spell would be useful.

Note that it’s restoring health for the opponent. This is basically “dead draw” and you should to waste it if you have one mana left you can’t spend at the end of your turn.
