It’s a different style completely, not only a different breed of snake obviously but like not even the same sort of theme.  
Kaa is really thin and really really long. A lot of snake hypnosis art including mine is based around much bigger snakes.  
I’ll admit I do love kaa and the scene from the jungle book but it does NOT justify my entire love of hypnosis stuff, nor of snakes, nor those two things together.  
It’s perfectly understandable for someone to get into snake hypnosis stuff purely from the snake hypno stuff already being produced that aren’t necessarily revolved around kaa

As said elsewhere, snakes hypnotizing people with swirly eyes became a thing with Kaa. It’s not like it’s this common snake trait. As for looking nothing like him, if I put him and Kaa side by side, admittedly, I can tell that it’s not the same pattern on his scales and this snake’s eyes are farther apart, but, well… I had to do that.
 
(Though, this one distinguishes himself from Kaa by not trying to eat her. Though what he is trying to do, I dunno.)

Kaa vs the stare: My money’s on Flutters.

Like a snake would need to hynotize Fluttershy, or even be able to succeed in the attempt. Either way, Fluttershy is the kind of pony who would love snake hugs. Non-murdery snake hugs to be sure of course.

(I actually know a handful of users utterly despise Kaa and other snakes in hypnosis art, but eh. XD )

So it’s not the Jungle Book?
