Did anyone else notice that Not only was Fluttershy the only one who did not warm up to Accord right away and that in all scenes with her and Accord in it she looks unhappy and keeps looking right at Accord

He is a ponified version of The Observer from the television series Fringe (who always was a pale, baldheaded man in a suit and fedora); in that show, that character did also appear once an episode early on but eventually became central to the arcing plot. Andy Price has unbashedly admitted his love of the show, so here he appears as an easter egg in every comic he draws.

That’s the only time Observer did anything besides… observe.
 
And it was an unscripted bit thrown in by Price during the inking phase (you can tell by looking close at the speech bubbles when he adds his own dialog).

Not really, the observer pony didn’t have anything to do with the plot. It was just a good way to deliver a Fringe reference.
 
However, if we ever did get a story that explained his presence that would be neat. Or if he showed up in the show.
