I was kinda surprised he went to Sunset for advice. I dunno why, but I expected that their breakup would have probably been pretty ugly and they’d been mostly ignoring each other during the past three movies for a reason.

That’s not completely fair, I mean he showed a nice amount of maturity coming to terms with the fact that his relationship with Twilight might not have worked out, and we manage to get a little bit of insight on him and Sunset’s early relationship. It actually gave him a bit more character, not a lot but still…

That bit didn’t do him any good in my opinion, it was yet again just another “I am the guy who is suppose to be a love interest.” That’s not a personality, that is a trope.  
You know what made me like Flash a tiny bit? The youtube short of him and the other two guys making that banner fr friendshipgames. Because we FINALLY saw something out of him that has nothing to do with being a clichee love interest.  
But then comes the actual movie and he is back to “Where is my twilight so i can be a love interest again?” then comes the fourth movie “You’re not my love interest twilight, where is my love interest twilight? I will probably never see her again because Hasbro wants to keep the franchises separate? Who else is going to be my love interest now? You Sunset? Are you my love interest now?”  
COME ON!

I think 16 is the more plausible number, because it’s an adultish age for humans, so it becomes far more plausible as a full-on working adult age for Ponies.

Actually… 16 is the most common age of consent in the States. 18 is just the legally highest age the individual states can set.

Ironically, Flash himself seems less flat than he has in the past, mainly due to his talk with Sunset. I actually felt a bit of sympathy for the little waffle snatcher.

And even if the age difference isn’t that big, I still get the impression it might be enough to put them of opposite sides of the age of consent. Sure they’re (for the moment) holding hands at most, but who’s gonna believe him if he says that?

Because it’s not like people under eighteen years of age ever have any sort of romances, right? Point being there’s no reason for characters to be adults in order to have romantic plotlines. Characters less than fifteen years of age being in romantic relationships with like-aged people isn’t uncommon to see in the west in media.
 
I just mean that nothing in the movie really states that there isn’t an uncomfortable age difference present in this romance.

That & him being in a position of authority over her feels kind of iffy to my American ideology.

This one time, at franchise camp, I had a paper-thin romance with a poorly defined one-shot character.

as darknessRising24 explained a few post below yours, it’s not really a developed romance, not anymore than flashtwi. Basically the only thing they improved over flashtwi is that timber is also smart(though i wonder if that was only because he had to research gemstones for the camp and not because he was actually knowledgeable) and that Twi is a normal human this time. But all the other problems still remain.  
Heck, even Flash/Twis bumping into each other was better than the “There is that girl among that huge crowd and i already have the hots for her. Oooh, what a surprise, that person also immediately likes me and share common interest, what were the chances!” and same vise versa with Twilight.
 
I know i know “love at first sight exist” excuse, but just because it happens in reallife doesn’t make it good writing in fiction. Especially not considering love at first sight in reallife almost never works out.

Mainly it progressed too fast, even the previous movies’ Flashlight moments flowed at a better pace in my opinion. That’s the main issue that I think lies at its core.

i still dont understand what made the romance crap

I also feel that the romance kind of clashes tonally with Twilight’s trouble dealing with her Midnight Sparkle issues.
 
Though that’s mostly a small issue.
