I asked the author of the fanfic who the artist for the cover art of “Tantabus, Mk. II” and “Aunthood Issues” are, and it turns that it was him who drew the pictures. Here’s his quote:
 
“I’m the artist. I did some outline tracing of some shots from the show and modified them a bit. If I’d borrowed them from another artist, I’d give them credit.”
