It could be if she were wearing a a swim suit, but with a skirt you can’t really tell.

No, cause muffin top is more with the abdomen sticking out over the lower garment. FUPA is more from just above the crotch to the top of the pelvic bone.

Agreed, but that is what FUPA stands for. Technically can’t even be sure if it applies because the part it refers to is under the skirt.
