You’ve seen the way ponies were around Zecora, and she’s very nearly a pony herself. Knowledge of multiple sapient species doesn’t mean much when your society is rabidly xenophobic.
They probably do- for species with governments or that are the slightest bit interested in being Equestrian citizens. So far all other dragons (possibly barring Ember) have nothing but contempt and disdain for ponies, and their government literally seems to be a single guy who occasionally bullies the rest of the dragons into doing what he wants, and let’s them do whatever at all other times. Needless to say, it’s not shocking that no naturalization process exists.

Google or Wikipedia will tell you that it is used correctly here, and is more fitting of the two words. Wikipedia will also tell you that the words are thrown around in scifi and fantasy genre so much that they can be interchangeable.

You do know that several species of birds are sentient, right? All it means is “self-aware,” it doesn’t mean “human-level intelligence.” That’s what sapience is. The word actually comes from a word for wisdom.
