What the scientist was probably thinking of is the fact that the brain is still developing into your 20s. The final connections aren’t made until (on average) you’re 28, in fact.
His conclusion is utterly erroneous, though. We need more personal responsibility, not less.

I also remember seeing something on the news where a scientist said that 21-year-olds who commit crimes should be charged as juveniles because “adolescence is elongated in the brain compared to previous generations”, which basically means, “We have a bunch of 21-year-olds going around thinking more like 12-year-olds.”
That’s a waste of resource just for testing.
