If I remember correctly he said that one of the first colorful ponies in a comic, Mascara, was more colorful because she not only brew magic potions but also was constantly high on them.  
So I think Pinkie just fell in a cauldron as a foal.

The backgrounds I just took as an artistic licence, separate from the in-universe colorings.
 
Also, my response was more to your statement that Anon would be super colorful if the colorings were based off of magic. [Though I’m also remembering that Pencils said the reason Mascara Maroon was more colorful was because she was often drinking magical potions, so had more magic within her.
 
So I wasn’t saying that their emotions don’t also effect their color.

I believe that’s the latent magic within them. How their coats have some color showing,m and their eye color is effected greater by the magic within them.

I thought it was more of: Since he’s constantly just absorbing all of it, he’s colorless, because there’s no magic sitting inert within him, it’s all just rushing into a “void” he creates.
 
And then Marble being more colorful in panel 1 was because, being in such direct contact with him [much more than simply being picked up, or holding a hoof to him] She intercepted a tiny amount of that magic herself and got more colorful since it interacts with her normally~
 
At least, that’s just how I interpreted what was happening. =T
