Official definition of Questionable: NSFW stuff that doesn’t go all the way to explicit, like non-explicit sexual contact, sex jokes, exposed breasts, non-explicit nudity etc.  
Official definition of Suggestive: “Sexy” stuff that’s still relatively tame.
 
Make of that as you will, but I think it might be questionable.
