Maybe they’re just considering this style and had it in the episode to see if fans’ would like it for when Shining and Cadence’s baby comes. I haven’t seen too many artists use normal eyes on babies to be sure if this is common or not.
Old photo probably got lost in all that mass in mayor’s office, so AJ’s parents took a newer one.
Once idw comics and this episode proved that city hall administration is a little messy, and surely a huge waste of time for busy farmers.
Maybe it’s a preview of how the baby of Cadance & Armor will look.

Yup. We’ve seen them all as fillies, but only AJ has been seen as a baby.
And Applebloom was the only CMC shown as a baby too.
