I downloaded the comic later, so now I know the guys in both panels are not the same guy.
Since this is King Sombra, I’m gonna assume he dyed indigo streaks into his hair.
If the ponies holding the pieces of paper in both panels were the same then yes.
But they are not, so no.
That would be a guard above.
So simple and perfect! Wish the comic had thought of that.
