Blame John Nathan-Turner for that. Though, personally, the rainbow coat’s grown on me.
That’s sort of the point.
I’m not sure if you’re familiar with Colin Baker’s Doctor from Doctor Who, but that’s what this is supposed to be. He had a costume that was totally tasteless and looked like, as he put it “an explosion in a rainbow factory”
The joke here is that a “Rainbow-ified” Humanized Doctor Whooves already exists in the form of the 6th Doctor
“Oh. That’s an interesting shade of cerulean for a frock.”
