“High risk” IPs are flagged by a third party has having been used previously by spammers. This includes a lot of public access networks (libraries, universities, city wireless, long etc.). We require people on such networks simply log into the site to ensure that they aren’t just some spambot.
 
But yeah, sure, we’ve somehow figured out the IP for her dad’s computer and personally blocked it. For some reason.*
