Not really. Look at the Emperor from Star Wars: Immensely egotistical (though he was rather subdued about it most of the time) but still a brilliant schemer.

Sombra was kind of a raging douchebag, so he insisted on calling it the Crystal Empire to stroke his own ego. Celestia and Luna call him “King” instead of “Emperor” as a refusal to acknowledge his delusion.
Still think that it applies.
There’s delusions of grandeur, and then there’s being an “empire” that consists entirely of one (1) city and some surrounding farmland.
