Hmm. That does sound pretty much in line with the description from the Children of the Night animatic:

Until it’s made canon in the show (if it ever is), I think it’s fun to imagine how Luna might have become Nightmare Moon.

never said that Celestia is cold-hearted tyrant…. the reason she want all ponies to stay in Canterlot is because it’s all happening after Discord defeat and she believes that harmony between ponies will disappear when they leave walls of Canterlot. Luna just have other way of thinking: sitting in one place and gaining nothing for her people, specially for those without family and house.

those fillies was living alone in streets or in orphanage. Luna deiced that she will give them better future and travel together to new land, help them create and live in new village.
With this ponies will start expanding to new territories of Equestria instead of hiding in Canterlot (it’s how Celestia want to be) like weaklings
