Kind of. When Mythbusters tried the fan + sail thing, they still managed to get some forward movement somehow. I don’t remember why. Regardless, it’s still much better to just point the fan backwards, like a swamp boat.

Same thing goes for putting a fan and a sail attached to the same object. All the force you generate in one direction is also being generated in the other.
