Nope. First, the show is set in the 1000s by Equestria’s calendar; second, they never actually refer to “the ‘80s”, just “back then”.
Rarity’s age = age in Cutie Mark Chronicles flashbacks + time since then. Going by this image, the flashbacks are between one and two Apple family reunion periods (100 moons, or about 8 years) before Apple Family Reunion. Since then we’ve had a season and half and two movies’ worth of events, probably covering two years and a bit (especially if you count the EU). So Rarity’s age is her flashback age plus 10-18 years. (That assumes, among other things, that the “100 moons” in that episode is the same 100 Earth lunar cycles.)

Also in a lot of things like this “everypony/body” doesn’t really mean they all did, just a lot of them.

As far as I know Bitmaps load bsckwards, from bottom up. Even though the file extension says jpg the image must really be in a Bitmap data format.
The uploader has saved it as a Windows bitmap (.BMP) and just changed the extension to .JPG. BMPs are encoded from the lowest line first. They also don’t compress well, hence the massive file size.
