This awesome lady is Jen Bricker and her pony is named, Smilez.
 
From Wikipedia: an American acrobat and aerialist. She is the sister of gymnast Dominique Moceanu. Born without legs, she was given up for adoption by her parents.

My mind is trying to wrap itself around how a wheelchair like that could work with horse anatomy, while also allowing them to be able to rest. The current setup requires them to support themselves on their front hooves at all times, which would be pretty tiring and especially inconvenient for a non-unicorn. There would have to be some forward body support that wouldn’t get in the way of their ability to turn and reach things with their mouth.
