Those villains Discord used are still living beings, not lifeless pawns.  
Old Discord didn’t care about any life he was screwing with, like he sees the more as playthings than living beings.  
Discord after reforming should have been way past that. Its still bad he used the villains(who were not freaking threats anymore till he used them) as pawns like that.

Whats disturbing is what would have happen to the trio if his plan didn’t backfire.  
Like he clearly didn’t care what happens to them. Basically he’s using them as disposable pawns.  
He needs to be called out severely for that, you can’t freaking treat others like disposable pawns.  
That is something only bad guys would do. Discord being “chaotic” doesn’t excuse this, hell this is basically what old Discord would do with viewing others as disposable pawns.  
And thats not a good thing.

What pisses me off is how Discord would have made Luna and Celestia look like “failures” on their very last days as rulers because of this plan here.  
Their reputations have been damaged further. Shining Armor and Cadance most likely had their reputations damaged too due to the Sombra fiasco.

I swear I remember watching LegalEagle on YT and him bringing up some clause in law that excempts someone in the case of the worse possible outcome out of sheer lack of being able to predict such a thing.
 
Then again, teaming up all of Equestria’s most wanted could very well make a worst case scenario considering each member of the trifecta nearly suceeded in claiming/destroying equestria…

Well that was his plan but to simplify my point there:  
The ends don’t really justify the means
 
The end goal was to make Twilight confident but she was already confident before his plan took effect because of Sombras whole thing. She was even joking around in getting ready for things and not Twilight panicking. There was no reason for him to continue what he was doing…
 
Also…pretending to be Grogar actually doesn’t mean he can’t use chaos magic. Nobody seemed to be knowledgeable on what Grogar could do and its not like he didn’t have any magic he restrained them and powered Tirek up with magic

…he wanted them to work for him with everyone believing he’s Grogar. He wanted all three plus Sombra to be his lackeys. Had he gotten what he wanted, he would have had everything under control. He got angry when Sombra left to do his own thing for a very good reason (although he knew that Sombra wouldn’t pose so much of a threat if it only took Twilight and Spike to defeat him the first time around, and now he’d face all of the Mane Six plus potential backup).
 
He wanted to orchestrate the big attack. As the mission leader. As the big boss. As the puppet master that he loves to be with four villains as nothing more than puppets in a play. And if he had gotten Grogar’s bell like he had planned to, he would have easily held Tirek, Chrysalis, Cozy Glow and Sombra at bay. He would have yoinked Celestia and Luna’s powers with the bell, but a) for the show and b) to be able to overpower even max-level Tirek. Plus, this way he would have denied Tirek the princesses’ powers and kept his powers at bay. If bad had come to worse, Discord could have double-crossed his lackeys and taken them out himself.
 
This was Discord’s plan.
 
Tirek, Chrysalis and Cozy Glow teaming up against him behind his back was as much part of his plan as Sombra’s solo show: not at all. He didn’t expect that three villains who were about to go at each other’s throats at every freaking meeting, each wanting Equestria for themselves exclusively, would join forces and double-cross him.
 
The other flaw in his plan was the dependency on Grogar’s bell which Discord was unable to retrieve himself and had to rely on his “lackeys” to get. Also, Discord could have gotten it from them easily. But the original Grogar couldn’t. He wouldn’t have any magic without his bell, much less chaos magic that’s exclusive to Discord. If Discord had chaos’d about in the underground lair to get the bell, he would have blown his disguise.

Discord was a fucking idiot! What kind of brain fart did he have to suffer not to realize just what a horrible idea it would be to bring three dangerous criminals together for a team-up?!

I’m not blaming Discord for everything they did but thats a bit of an oversimplification. What he did in rescuing them is a start it doesn’t make up for teaming up the worst criminals in Equestria and getting them to work together even if it didn’t turn out how he wanted  
Because if he was attempting to reform them it would have been more forgiveable…but reminder he was attempting to get them to attack the city and Twilights Coronation anyways

I agree, but that doesn’t negate the fact that they acted on their own.
 
Plus Discord also set in motion the events that saved Equestria, by tricking Tirek into freeing Starlight.  
So one mistake for one rescue. They even each other out. Even Rainbow admitted so.

that is like saying ‘if the parents didn’t give birth to that person, he couldn’t have committed crimes’.
 
A person has free will, and that means any action they take is 100 % their own fault.  
Blame Discord for freeing Cozy and Tirek (Chrysalis was already free, so he did nothing but relocate her there and she was already planning to do evil against ponies).  
But don’t blame Discord for their invididual actions they took of their own choice.

But if Discord hadn’t brought them together in the first place, they wouldn’t have decided to spread disharmony among ponies and bring back the Windigos. Still his fault.

devils advocate because I do agree Discord needs to be punished:
 
Discord is guilty of freeing them, but any action they took afterwards is 100 % their own free will and choice. Especially after his powers were removed.  
Discord didn’t force Chrysalis to spread disharmony, nor suggest it. Her choice, her punishment.  
Discord didn’t cause the return of the windigos. That was the evil three. Their actions caused this, thus they are to blame.

I mean if you want to twist the words that far, I’ll elaborate. Don’t care as in “no happy feelings for it.” and when an ending doesn’t give me a happy emotion, leaves to “a bitter taste”

No he just meant to do about a third of those things and one thing he didn’t bother stopping. But the last five things were not according to plan…  
I mean the villains powering up and deciding to destroy Equestria bit we are unsure of we just know he wanted them to get the bell and use it to face off against Twilight and the gang in some way
