Its his fault this mess happened and what he did just prevented the mess he caused from getting worse and things got fixed. But that doesn’t mean it makes up for this awful plan here.
Putting yur life in danger for the sake of others is enough
Pretty much what he did wasn’t enough to make it up for what his plan had caused.
So while he put Equestria in danger, he also saved Equestria again.
So all in all; He didn’t just say sorry. He took action to undo his huge mistake.
But yeah, he should still be punished.
