Yeah, the inconsistent writing/lack of continuity is a pretty big theme in more recent seasons.
It’s a classic case of world building being ignored in favor of the plot.

Yeah Luna retiring especially is just so silly. But I guess that’s part of the problem with the show as a whole in a way, Celestia and Luna should be portrayed as powerful and amazing leaders, but if that was the case the mane 6 wouldn’t have much to do at all.
