in the comics, she asked for cake, i knwo i know, not everyone accept them as canon, but i think they at least represent the personalities of all the characters (well, at least most of the time) she is just not as addicted to sugar as her sister, and i think she is unamused with the fact cely is not even trying to hold herself towards the poor cake
The dots are just part of the artist style for the character, Magna always puts a lot of effort on Luna giving her unique colour schemes.
