With the g4 universe, things are either fictional or not.(considering that the show is fictional anyway (or is it)).
Well if it makes you feel any better I think the Power Ponies are fictional. But then again it’s hard to say.
I really would have preferred to have more in-show lore be metafiction instead of actual fact. At least the Daring Do confirms that the Mane 6 aren’t the only ponies who have to deal with villains on a recurring basis.

If it’s one thing I’ve learned from the show it’s that all lore is historical. Like how it turned out Daring Do was a real person. And yet A.K. Yearling keeps it a secret despite her arch nemesis already knowing her secret identity.

Was Scales an in universe fictional character or a historical character? For that matter Smolder said dragons like stories about dragons taking advantage of the kindness of strangers but I guess she changed her tune about that.
