Given it looks to have EISA-length ports mixed with PCI (not PCI-E) slots, in addition to what appears to be Socket 7, IDE ports, and no dedicated CPU power connector, my estimation would pin this as a 1995 motherboard. In that time, PC parts were crazy, and it is quite possible for this to have come out of a PC that was just straight-up backwards. I have a motherboard that is arranged very oddly, where the rear panel connector is next to the ISA slots, with the CPU on the complete other side of the board.
