Nah, I usually reserve Pest for parasprites, twittermites, and such. I did consider Minion.

I just found out there’s a “Pest” creature type. Were you tempted to use that instead of “Citizen”? :)

Maybe mostly irrelevant to the card in question, but I do think they should use Citizen as a proper creature type on cards and not just have it be one for tokens. Why not use it for cards that would’ve been Townsfolk before that type got removed, since it’s still supported? Urban-heavy planes like Ravnica, Innistrad, and Kaladesh all have cards that are just “Human” or “Elf” or what have you, with no class attached. This is not a thing that should bother me, but it does.

Yes, but increasing how many mana specifically have to be swamp increases the cost to use it outside of mono black which is a nice middle ground, I feel.

Good EDH tech, since you’ll always have a legendary creature around.

It would be harder to cast if it costed an additional generic mana. I think that extra generic mana would be nice.

I mean, I assumed that casting it from the graveyard would require paying it’s casting cost. But the legendary restriction does help on the cost front too, yeah.

Considering its rules require the presence of a legendary creature, it is not that expensive. Maybe add mana cost to the graveyard ability could work, as with Scavenge.

If people find it a little too cheap, maybe just make it 1BB/BBB

I think it should ETB tapped, because otherwise you have a recurring blocker.
