If you read any of their explanations, you would know that this is something they’ve been considering for years now. It wasn’t just an excuse to start drama. Abuse of the downvote system has always been a problem on Derpibooru. They believed what they came up with was a viable solution; obviously, many users on this site did not feel the same way.

I think the whole reason it isn’t popular is because it’s just incredibly shitty—as in more irritating than fun—to use and browse. I’m saying this as one who came from the original Ponibooru. At the time it was alright, I guess, because it was the only game in town.
 
I’m also saying that some artists probably won’t want their art hosted on a site with no quality control (comments nor content).

certainly. you simply move your mouse to the tag & not click on anything yet, just hover over it & 2 options, Watch & Filter should show up below the tag, click on which ever one you want & it should follow through. if you chose filter, I guess that means when you browse through a certain tag you click on or watched, it’ll show you a section of pictures related to the tag & won’t show pictures with your filtered tag.  
for example (if I wasn’t clear enough): say you filtered “explicit”, you want to see pics of Fluttershy (doesn’t have to be Fluttershy, can be anything you want), you will see pictures of the tag you clicked but none of what you filtered (so no explicit Fluttershy pics). know what i’m sayin’?
 
although saying that now, that only applies to people have a Derpibooru account. it doesn’t work if you aren’t logged out.
